Home Affairs Bureau initiated the Asia Cultural Co-operation Forum (ACCF) in 2003 to foster regional cultural co-operation and promote culture and arts industries. The Forum aims at:

ACCF has established its reputation as one of the major cultural events of the region, and received highly favourable feedback from international and local participants.
The theme of ACCF 2011 is "Intangible Cultural Heritageļ¼Continuation and Enhancement". Asian countries are rich in intangible cultural heritage and this is an area in which we have a lot of valuable experiences, practices and insights to share. At this year's Forum, cultural ministers of the participating economies are invited to share their respective experiences and valuable views in translating the vision of supporting the continuation and enhancement of intangible cultural heritage into actions.
Apart from the main official events on the 8 October, a series of complementary activities, including exhibitions, public lectures, and performance on intangible cultural heritage, will also be held in the month for the participation of the community to echo the theme of the Forum. This exciting series of programmes will help promote constructive discussions, inspire new visions, and vividly reflect Hong Kong's dynamic, pluralistic and community-driven cultural environment.
